The national point for receiving complaints concerning co-financed programs/projects is the National Transparency Authority (NTA)/AFCOS, which is the Service that has undertaken national coordination for fraud matters in Greece (Law 4622/2019).

Combating fraud, in general, but also in the specific context of managing co-financed programs, is a matter of critical importance for the General Secretariat of Public Investment & NSRF of the Ministry of National Economy and Finance.
In this context, the General Secretariat has developed a National Anti-Fraud Strategy in Structural Actions, which has been submitted to the European Anti-Fraud Office (OLAF).
This National Strategy is based on the pillars Prevention – Detection – Response – Continuous Improvement and includes the following objectives:
Promotion and establishment of ethical culture
Effective cooperation between competent national authorities
Effective cooperation with competent external bodies
Enhancement of transparency
Strengthening of the Management and Control System (MCS) of the Programming Period 2021-2027.
The Strategy is specified with concrete actions per objective, which are included in an Action Plan.
Within the framework of this Action Plan, the Anti-Fraud Policy Statement in Structural Actions of the General Secretariat of Public Investment & NSRF has been formulated, which emphasizes zero tolerance for fraud phenomena and sets the basis for the actions that need to be implemented.
Also, the electronic brochure “Prevention of fraud in structural actions” which, as a communication tool, will contribute to raising awareness among the staff of Special Services and NSRF Beneficiaries, as well as to widely transmitting the anti-fraud message.
